Joseph Rutter is a Principal in the firm of Land Design and Development.  The firm has a 20 year history of creating quality projects that respect the land and provide the property owner with a coordinated development review and construction process.

Joseph Rutter brings to the firm 40 years of experience in the central Maryland region.  He has expanded the services the firm offers by providing comprehensive analysis of properties including alternative use and development opportunities.  His public sector experience provides a unique perspective on the Master Planning process at the community and jurisdiction level.  He also has extensive experience in administering the development review and approval process and is providing a bridge between the developers, their engineers and the local and state review agencies.

Prior to joining Land Design and Development in December 2006 he was the Planning and Zoning officer for Anne Arundel County Maryland from January 2003 to December 2006.  Prior to leaving for Anne Arundel County he spent 36 years in the Howard County, Maryland Department of Planning and Zoning serving in many positions.  He served as Director from 1990 to 2003 and as Deputy Director from 1987 to 1990. Earlier in his career he worked in Community Planning, Land Development and headed the first Research Division in DPZ.

Mr. Rutter holds an AA degree from Catonsville Community College, has extensive course work in planning and is a member of the American Planning Association and the American Institute of Certified Planners.
